WESTPORT — A contractor, who lacked a valid license, has been charged after failing to finish a local home-improvement job for which he was paid, police said.

Vincent Balducci, 58, of Norwalk was charged May 10 with violating home-improvement requirements.

A resident filed a complaint May 4 with police that a contractor hired for a home-improvement project had not completed the work as agreed.

Although the contractor — identified as Balducci — had been paid to finish the job, the homeowner told police, he would not give “a straight answer as to when it would be completed,” according to the report.

The officer investigating the complaint confirmed that Balducci signed a contract for the project even though his Connecticut Home Improvement License was not valid, police said.

A warrant for Balducci’s arrest was issued, and he turned himself in May 10 at Police Department headquarters.

He was released after posting $15,000 and is scheduled to be arraigned May 19 at state Superior Court in Stamford.
