WESTPORT–Three WPD officers will be promoted this morning – one to detective and two to the rank of sergeant.

The officers, with their new ranks, are: Detective Scott Aliberti, Sgt. Rachel Hall and Sgt. Casey Mezerewski. They will be promoted in a 10 a.m. ceremony at Westport Police Department, 50 Jesup Road.

The staffing changes will maintain the supervisory ranks and investigative services bureau at appropriate staffing levels upon the retirement later this month of two veteran officers now serving as line supervisors, the police department said.

“More importantly, for the candidates themselves, this achievement marks not only the recognition of their success in promotional testing, but a continuation of their career growth and development within the organization,” David Farrell, Chief of Police, said in an announcement.

Here’s a look at the officers:

Detective Scott Aliberti

Before joining the Westport police in February 2018, Detective Aliberti worked in various roles in the private sector. He holds a bachelor’s degree in business management from Sacred Heart University of Fairfield where he graduated with honors. He also became a certified Emergency Medical Technician.

Since joining the force, he has earned departmental awards for his service in the patrol division.

“He has exhibited a particular interest in fostering his skills at aiding those in times of mental health emergency, as is evidenced by the successful completion of multiple associated training programs to include Crisis Intervention Training, Crisis Negotiation Training and Stress Management and Resilience Training,” Farrell said.

To prepare for his new role, Aliberti recently graduated from the 64th Annual Fairfield County Detective Conference’s Detective School.

Aliberti serves in two specialized units within the agency. As a member of the Southwest Regional Emergency Response Team’s Crisis Negotiation Unit, an on-call team trained to de-escalate volatile, life-threatening standoffs through communication and active listening. He also is a member of the department’s recently formed Peer Support Team, a group of officers available to provide non-clinical, judgment-free emotional and practical support to other officers in times of personal difficulty.

He is supported by his wife and their two daughters.

Sgt. Rachel Hall

Sgt. Hall received a bachelor’s degree in allied health science (pre-medicine) from the University of Connecticut in 2012. She began her law enforcement career the following year, serving first with the Ridgefield Police Department, before joining the Westport Police Department in March 2016.

Throughout her career in Westport, Sergeant Hall has served with several specialized units within the agency. These include the Motorcycle Unit, the Drone Unit and the Marine Division. She is a dive rescuer with the joint police-fire-EMS dive team.

In 2023, Hall was promoted to corporal and later joined the agency’s newly expanded School Security Unit. She was promoted to detective in May 2025 and attended the Fairfield County Detective Conference’s annual Detective School, where she graduated first overall in her training class.

“Through her various assignments and work with multiple specialized units, Sergeant Hall has demonstrated a strong commitment to professional development and career growth,” Farrell said. “Her promotion to the rank of sergeant marks the successful continuation of this personal journey.”

Sgt. Casey Mezerewski

Sgt. Mezerewski received a bachelor’s degree in exercise science from Sacred Heart University of Fairfield in 2007 and joined the Westport Police Department the following July.  He is the great grandson of Westport Police Officer William Francis Frawley, who died in 1936 from an injury suffered in a struggle with a man he was trying to arrest.

Mezerewski was promoted in June 2014 to corporal and in April 2016 to desk officer, where he worked as an emergency call taker and telecommunicator. He is certified as an instructor in the use of a police baton, handcuffing, tactical OC spray and defensive tactics. He also holds a fourth-degree black belt in Tae Kwon Do. He has trained as well as taught at a martial arts school, the East Coast Academy of Tae Kwon Do, owned and operated for over forty years by his father.

Mezerewski has and, in some cases, continues to contribute to various specialized units within the agency, including the joint police-fire-EMS dive team, Marine Division and Honor Guard. He has received multiple honors, including a Life Saving Award in 2014.

“Through his experience in these various roles, Sergeant Mezerewski is certainly well prepared to continue his family’s legacy of service as he begins his new assignment in supervision,” Farrell said.

Supporting him in this new role are his wife, Trinh, and their four children: Trinity, Edward, Leia and Ethan.
